As we participate in the CJA ToT in Dar es Salaam, one immediate answer to the question would be yes. Citizen journalism is not new per se, but it is the Web 2.0 tools that immensely increase the possibilities for becoming a citizen journalist and/or applying citizen journalism techniques.
