Freedom of Information Bill of 2007

The draft Bill on Freedom of Information deals with the right of access to information. It provides for access to information “held by public authorities or private bodies that is required for the exercise or protection of any right”. It deals with limitations and it requires that reasons be given for refusal with access. It also outlines exceptions, and processes for appeal. The Bill requires public authorities to give access to an exempt document when it is in the public interest in regard to matters such as abuse or neglect of authority, health or safety threats, or misuse of public funds.

The Elections Act, 1985, sets out strict requirements for the state-owned media, under which they must be guided by the principle of total impartiality.
